James Browne TD is the Irish Government’s Minister for Housing, Local Government and Heritage, appointed in January 2025.
Minister Browne has previously served as Minister of State at the Department of Justice with responsibility for International Law, Law Reform and Youth Justice, in which capacity he led significant modernisation, including leading the reform and strengthening of Ireland’s gambling legislation, revision of Ireland’s defamation laws, and reform of youth justice.
A qualified barrister, Minister Browne was educated at Waterford IT, University College Cork, and the King’s Inns.
As Minister for Housing, Minister Browne is focused on addressing Ireland’s housing and homelessness crisis, and is committed to facilitating and driving the increase in the delivery and supply of homes across all tenures – social, affordable, cost rental and private. The Minister launched the Government’s new Action Plan on Housing Delivering Homes Building Communities in November 2025.
Minister Browne is a TD for Wexford and is from Enniscorthy.

Graham Doyle

Graham Doyle is Secretary General of the Department of Housing, Local Government & Heritage in Ireland. He works closely with Minister James Browne to lead one of the larger Irish Government ministries that not only covers all aspects of housing but also water policy; planning; effective local government; Ireland’s architectural and natural heritage and biodiversity; and electoral reform; as well as the provision of meteorological services.
Graham was an external recruit to the Civil Service in 2013 and initially led the Public Transport, Climate Change and Road Safety portfolio at the Department of Transport, Tourism & Sport before going on to lead that Department as its Secretary General. His previous background was in business management and management consulting with experience in insolvency, corporate finance, business strategy and airport management.
A Chartered Accountant by profession and a fellow of the Institute of Chartered Accountants in Ireland, having trained with PwC, Graham also holds a Bachelor of Business Studies, a Masters in Accounting and an MBA.

Martin Whelan is Chief Executive Officer of The Housing Agency. Previously he served as a senior official at the National Treasury Management Agency (NTMA), where he worked across the NTMA’s core international funding and investment, corporate financial advisory, project execution, and claims and risk management mandates and affiliate businesses including Home Building Finance Ireland and Strategic Banking Corporation of Ireland.
Prior to joining the NTMA, he was a member of the senior leadership team at the National Asset Management Agency (NAMA) during their critical start-up and growth phase. Martin has also held senior positions in management and business consultancy. Martin is a Registered Member of the Irish Planning Institute (MIPI) and Chartered Member of the Chartered Institute of Housing (CMCIH). She provides policy advice on the private funding landscape for housing, including analysis of financing structures and capital flows that support residential development.
Aileen also oversees the Minister’s interests in NAMA, Home Building Finance Ireland (HBFI) and IBRC (in Special Liquidation), and works across Government and with external stakeholders on issues relating to housing investment and financial policy.
Since joining the Department in 2014, she has held roles across taxation policy, fiscal State aid, banking policy and SME access to finance, with extensive experience in complex policy development and engagement with domestic and international stakeholders.

Mike is President, Europe, overseeing all aspects of Kennedy Wilson’s European business operations. He joined Kennedy Wilson in 2015, previously serving as the Head of Asset Management before becoming Head of the UK business. Kennedy Wilson have been one of the most active investors in Ireland over the past 15 years which includes owning and managing one of the country’s largest residential portfolios with over 3,500 units.
Mike brings over 25 years’ experience in the property and investment industry. Prior to Kennedy Wilson he worked at The Blackstone Group for 10 years, where he was a Managing Director in the Real Estate Group, working primarily on their series of opportunistic funds. Mike worked on investments across Europe and across all asset types with a primary focus on the UK market.
Mike began his career at Deloitte and is a member of the Institute of Chartered Accountants of England and Wales.

Sarah Hickey is Senior Investment Director, Head of Real Assets at ISIF and leads the team managing its investments across residential and commercial real estate, urban regeneration and infrastructure.
ISIF is one of the leading funders of development projects across housing, commercial real estate and infrastructure. ISIF has commitments of €2.5bn to housing investments targeting the delivery of over 25,000 new homes by 2030. Through these investments, ISIF has sought to support the emergence of a new ecosystem of funders and the scaling of homebuilders nationally, with a particular focus on supporting equity risk capital.
Sarah is a Trinity engineering graduate and has been with ISIF since 2019, having previously been a Director at Davy Real Estate. She is also a Chartered Financial Analyst.

Simon Durkin will join the Urban Land Institute (ULI) as Chief Executive Officer ULI Europe in mid-March 2026. He brings over 30 years' experience in real estate research, strategy and portfolio analytics.
Simon spent 12 years at Investment Property Databank (IPD) where he was a member of the management board, before moving into senior leadership roles at CoStar Group. He later joined RREEF (now DWS), where he served on the European Investment Committees and helped reposition the research and strategy function.
Since 2018, Simon has been with BlackRock as Global Head of Real Estate Research, Strategy and Portfolio Analytics, and a member of the Global Investment Committee, leading senior teams and large-scale global initiatives.

Prior to joining Avenue in 2012, Mr. Moore was the Head of European Distressed Research at Deutsche Bank in London, focused on public and private distressed and special situations investments. Lorcain Egan is a Senior Managing Director and Global Head of Real Estate Private Credit at Starwood Capital Group. In this role, he oversees the firm’s global commercial real estate lending activities.
Since joining Starwood in 2013, Mr. Egan has helped expand the firm’s lending platform worldwide and has been involved in structuring and executing a wide range of real estate financing transactions. He previously worked within Starwood’s Capital Markets team, arranging financing for the firm’s equity investments across multiple regions. Previously, she was Deputy Chief Commercial Officer & Head of Planning at NAMA, contributing to the execution of the Dublin Docklands and Residential Business Plans. Deirdre holds a BSc in Regional Development, a Master’s in Regional and Urban Planning, an MSc in Real Estate, and a Diploma in Company Direction. She is a Corporate Member of the Irish Planning Institute, a Chartered Member of the Royal Town Planning Institute, and a Member of the Institute of Directors in Ireland.

Paul Hogan has been an Assistant Secretary General at the Department of Housing, Local Government and Heritage, where he is Head of the Planning Division since 2023. A qualified Urban and Regional Planner, Paul has 33 years’ experience of working in Planning and Development.
Paul’s current responsibilities include oversight of Ireland’s planning legislative and policy framework, which includes the provision of guidance and support to local authorities, An Coimisiun Pleanála and the Office of the Planning Regulator in the delivery of their statutory functions. In addition to implementation of the Planning and Development Act 2024, he has responsibility for the €2.5bn exchequer Urban Regeneration and Development Fund (URDF) and overseeing the corporate governance of several public bodies.
Prior to joining the Department in 2015, Paul worked in Local Government for 18 years. While Senior Planner at South Dublin County Council he led a range plans, projects and initiatives, including the Adamstown Strategic Development Zone Planning Scheme and initiated the Design Manual for Urban Roads and Streets (DMURS).

Mick Mulhern

Mick has over 22 years’ experience of working in the built environment sector between Dublin and London. Mick is a qualified Town Planner and Urban Designer and began his career working in the regeneration team for the London Borough of Haringey before joining the Greater London Authority to work for the Mayor of London in 2007.
During this time, Mick worked on multiple large-scale regeneration projects across London, including the London 2012 Olympic Games and the regeneration of both Croydon and Tottenham. Mick then spent 5 years working for a Mayoral Development Corporation, including setting up the Corporation and overseeing plans to deliver 25,000 new homes and a new HS2 rail station at Old Oak and Park Royal (OPDC).
Mick left his role as Interim Chief Executive of OPDC in 2019 to return to Ireland, where he worked as Director for Planning and Transport for South Dublin County Council. In this role, Mick led the Council’s regeneration work at Clonburris, Tallaght, Adamstown and City Edge, and he set up and oversaw the Council’s ambitious Cycle South Dublin Programme to deliver significant improvements in South Dublin’s transport network.
In 2024, Mick took on the role of Assistant Chief Executive at Dublin City Council and, as part of the Corporate Management Team, helps set the direction for the Council and the City at large. Mick has lead responsibility for Housing in the City, including housing delivery; maintenance of the Council’s 29,000 homes; and in managing Homelessness in the City.

Emer Dalton is Head of Housing Finance and Delivery Co-ordination at the Department of Housing, Local Government and Heritage since 2024. She has strategic oversight of Ireland’s largest ever housing budget — over €7 billion in annual funding which supports the Government’s new Housing Plan - Delivering Homes, Building Communities 2025–2030.
With over 25 years’ experience across the public and private sectors, Emer has held senior leadership roles at the Irish Department of Defence, driving organisational reform and corporate governance, and at Ireland’s Revenue Commissioners, where she led the transformation of national services for business tax customers. Her earlier career was built in corporate banking in the UK and Ireland, structuring bilateral and syndicated transactions for major UK and Irish listed companies across multiple sectors.
Emer holds an MSc in Business & Management and a BSc in Finance.

Bryan is responsible for the development and coordination of the implementation strategy, which maps out the respective programmes for investment in housing, health, education, community and €350m+ Urban Regeneration & Development Fund (URDF) enabling infrastructure allocation. The Cork Docklands is Irelands largest and most ambitious urban regeneration project that will accommodate approximately 20% of Cork City’s population growth to 2040.
